Mr. Foley is an unmanned systems professional and the Founder and President of Gannet International.

Serving in the Air Force Reserve with the Remotely Piloted Aircraft (RPA) Capabilities Directorate, Mr. Foley is a foremost expert on Unmanned Aerial Systems (UAS). Having lead cross-functional UAS capability branches for intelligence operations and force development programs, he has been an advisor for DoD leaders on UAS and RPA strategic planning, budgeting, and doctrine, and has provided policy oversight and functional guidance for UAS and RPA roles and missions and capability-based initiatives.

Mr. Foley is also the President of Foley Strategies, a consulting, government relations, and communications firm that provides strategic guidance for defense industry and national security businesses focusing on major weapons systems acquisition, advanced technology applications, and defense policy programs.

He was a consultant and government relations representative for Fabiani & Company where he was responsible for securing federal funding and forging public sector partnerships for companies involved in mission-critical defense programs and technologies.

Previously he served as Senior Defense and Foreign Policy Advisor to a U.S. Senator on the Senate Armed Services Committee and Senate Appropriations Committee.

Mr. Foley was a pilot with the U.S. Air Force Special Operations Command supporting worldwide contingency operations, including 114 combat missions in Afghanistan and Iraq.  

He has a Bachelor of Science from the U.S. Air Force Academy and a Master of Arts in Global Security Studies from Johns Hopkins University.

Mr. Foley has taught at the American University Washington College of Law and was lauded by the Washingtonian as one of the Top 40 Most Influential Under 40. He is on the Board of Advisors at the Momentum Aviation Group and is a recipient of the National Guard's Minuteman Award. He is also a member of the Air Commando Association, the Air Force Association, the Association of the United States Army, and the Florida State Society.
